If Fire lights are disabled (which I now recommend when using my lights) only a few particle systems in the game emit light, because almost all vanilla particles have greyscale textures which means they are not recognized as Particle lights.

I never took the time to look into them but likely that's part of the problem. All hand fx actually have vanilla lights already, which are only strong enough to illuminate exactly the area which is overexposed in your screenshot.
